The Presidential Amnesty Programme (PAP) and the Niger Delta River Basin Development Authority (NDRBDA) have announced a strategic partnership aimed at boosting agricultural activities to address the food crisis in the Niger Delta region. This collaboration, centered around the project titled “Food Security is the Real Security,” seeks to enhance food production and contribute to sustainable development in the area.
The agreement was solidified during a visit by Prince Ebitimi Amgbare, Managing Director and Chief Executive Officer of NDRBDA, to the office of Dr. Dennis Otuaro, Administrator of PAP, in Abuja. Dr. Otuaro expressed PAP’s commitment to supporting the initiative, which aligns with the program’s objectives of promoting security, stability, and human capital development in the Niger Delta.
Commitment to Collaboration
In a press release signed by PAP’s Special Assistant on Media, Mr. Igoniko Oduma, Dr. Otuaro highlighted the significance of the partnership. He stated, “This food project is laudable and will complement our mandate to foster sustainable security, stability, and peace of the Niger Delta while bridging the human capital development gap and empowerment in the region.”
He further emphasized PAP’s dedication to various vocational programs, including agricultural interventions and entrepreneurship, noting the substantial progress made in these areas. “We will collaborate with NDRBDA as the pioneer interventionist agency for the development of the Niger Delta. We won’t work at cross-purposes,” Otuaro added.

Prince Ebitimi Amgbare underscored the importance of the partnership, explaining that NDRBDA has established a robust structure to drive the food security project and achieve its objectives. He pointed out that the collaboration with PAP is crucial for the success of the initiative, which aims to benefit the people of the Niger Delta by enhancing food security and supporting agricultural development.
