[6:42 AM, 7/14/2026] ogele news: The National Health Insurance Authority (NHIA) has intensified efforts to expand healthcare access for vulnerable Nigerians by increasing enrolment under its health insurance programmes, a move aimed at improving access to affordable medical services and advancing the country’s universal health coverage agenda.

The initiative is targeted at vulnerable populations, including pregnant women, children, elderly persons, persons living with disabilities and economically disadvantaged citizens who often struggle to access quality healthcare because of financial constraints.

According to the NHIA, expanding insurance coverage remains one of the most effective ways to reduce out-of…
[6:43 AM, 7/14/2026] ogele news: Reps Probe CBN, NNPCL Over Unremitted Operating Surplus

The House of Representatives has commenced an investigation into the Central Bank of Nigeria (CBN) and the Nigerian National Petroleum Company Limited (NNPCL) over alleged failures to remit operating surpluses into the Federation Account in line with statutory financial obligations.

The investigation is being conducted by the House Committee on Public Accounts, which says the exercise forms part of its constitutional mandate to ensure accountability, transparency and prudent management of public finances.

Lawmakers explained that the inquiry was triggered by audit findings and financial records suggesting possible non-remittance of operating surpluses by certain government-owned entities.

The Reps probe CBN, NNPCL over unremitted operating surplus development has renewed national attention on public financial accountability and compliance with Nigeria’s fiscal laws. (Punch)

What Is an Operating Surplus?

Operating surplus refers to the excess revenue generated by a government-owned agency after meeting its approved operating expenses.

Under Nigeria’s financial regulations, many government agencies are required to remit a prescribed portion of such surpluses into the Federation Account or the Consolidated Revenue Fund in accordance with applicable laws.

The Public Accounts Committee is examining whether the affected institutions complied fully with these legal obligations.

The Reps probe CBN, NNPCL over unremitted operating surplus investigation seeks to determine whether statutory remittance requirements were observed during the relevant financial periods.

Lawmakers Demand Accountability

During committee proceedings, members of the House emphasised that public institutions entrusted with managing national resources must comply with existing financial regulations.

They stressed that parliamentary oversight remains essential to ensuring responsible use of public funds and maintaining confidence in government institutions.

According to lawmakers, the investigation is not intended to prejudge any institution but to establish the facts through documentary evidence and official explanations.

The Reps probe CBN, NNPCL over unremitted operating surplus exercise therefore represents an oversight function rather than a declaration of liability.

CBN and NNPCL Expected to Respond

The committee has invited officials of both the CBN and NNPCL to provide explanations regarding the alleged outstanding remittances.

Representatives of the institutions are expected to submit relevant financial records, audit reports and supporting documentation during the investigation.

Any conclusions by the committee will depend on evidence presented throughout the inquiry.

The Reps probe CBN, NNPCL over unremitted operating surplus proceedings remain ongoing, with no final determination having been made at the time of reporting.

Importance of Legislative Oversight

The National Assembly exercises oversight over public institutions to ensure compliance with financial management laws and constitutional provisions.

Committees of the legislature regularly review audit reports, examine government expenditure and investigate issues relating to public revenue.

Such oversight mechanisms are intended to strengthen transparency, improve accountability and safeguard public resources.

The Reps probe CBN, NNPCL over unremitted operating surplus inquiry reflects the legislature’s broader responsibility to monitor financial governance across public institutions.

Experts Highlight Fiscal Responsibility

Public finance experts say timely remittance of operating surpluses contributes to stronger fiscal discipline and improved government budgeting.

They note that revenue collected by government-owned enterprises supports public services, infrastructure development and national economic planning.

Experts also caution that investigations should follow due process while allowing institutions the opportunity to present their explanations.

The Reps probe CBN, NNPCL over unremitted operating surplus case demonstrates the importance of balancing accountability with procedural fairness.

Economic Significance

Both the CBN and NNPCL play strategic roles in Nigeria’s economy.

The Central Bank is responsible for monetary policy, financial system stability and currency management, while NNPCL remains central to Nigeria’s petroleum industry and energy sector.

Because of their economic significance, issues relating to financial reporting and statutory remittances often attract considerable public interest.

The Reps probe CBN, NNPCL over unremitted operating surplus investigation may therefore influence broader discussions about transparency and corporate governance within government-owned enterprises.

Looking Ahead

The Public Accounts Committee is expected to continue reviewing documentary evidence and hearing submissions from relevant officials before reaching any conclusions.

If irregularities are established, the committee may recommend corrective measures or further actions consistent with Nigeria’s legal framework.

Conversely, institutions under investigation will have the opportunity to clarify their financial records and demonstrate compliance where applicable.

Ultimately, the Reps probe CBN, NNPCL over unremitted operating surplus inquiry underscores the importance of transparency, responsible financial management and effective legislative oversight in strengthening public confidence in Nigeria’s governance institutions.
