The Nigeria Labour Congress (NLC) has intensified pressure on the Federal Government over the rising cost of living, declaring that its two-week ultimatum demanding lower petrol prices, fresh minimum wage negotiations and improved workers’ welfare remains in force.

The warning has heightened concerns about a possible nationwide industrial confrontation as the NLC strike ultimatum approaches its deadline on October 23, 2026.

NLC President, Joe Ajaero, reaffirmed the union’s position on Monday, October 19, during an engagement in Abuja, arguing that the existing ₦70,000 national minimum wage no longer adequately supports workers because of rising household expenses.

Ajaero maintained that workers were finding it increasingly difficult to afford food, transportation, healthcare and other basic necessities despite the salary adjustment introduced in 2024.

The Federal Government, however, urged organised labour to consider the country’s financial circumstances, maintaining that salary increases must be balanced against available public resources and broader economic obligations.

Secretary to the Government of the Federation, George Akume, represented by Permanent Secretary Dr Abubakar Kana, made the government’s position known at a retreat organised by the National Salaries, Incomes and Wages Commission in Abuja.

The disagreement has placed the adequacy of the current minimum wage, petrol pricing and outstanding labour agreements at the centre of renewed tensions between the government and organised labour,

NLC Strike Ultimatum Remains in Force, Ajaero Declares

Ajaero insisted that the NLC had not withdrawn its ultimatum, despite correspondence between the labour movement and the Federal Ministry of Labour and Employment.

The labour leader explained that the ongoing exchanges with government officials had not resolved the underlying disagreements.

He also stated that the wages commission’s retreat was not the appropriate setting for negotiating the demands contained in the ultimatum.

According to him, the government should introduce measures to ease economic hardship without waiting for workers to embark on strikes or street demonstrations.

Ajaero argued that the primary concern was the deterioration of workers’ living conditions rather than industrial action itself.

He maintained that the combined effects of transportation costs, petrol prices and inflation were placing substantial pressure on the income of ordinary workers.

The NLC president also disputed claims about the percentage increase received by federal civil servants following the 2024 minimum wage agreement.

According to Ajaero, a ₦40,000 addition to workers’ salaries should not automatically be described as a uniform 133 per cent increase across the federal public service.

His position reflects the union’s concern that adjustments to nominal salaries have not produced equivalent improvements in workers’ purchasing power.

Although the NLC strike ultimatum remains active, the labour movement has not announced a new nationwide strike commencement date as of the reports reviewed on October 20.

Why NLC Gave Federal Government Two Weeks

The dispute began with a communiqué issued on October 8 after a joint meeting of the NLC National Executive Council and Central Working Committee in Abuja.

The union gave the Federal Government two weeks, beginning Friday, October 9, to address several economic and employment-related grievances.

The NLC strike ultimatum covers five principal demands:

  1. Reduce petrol prices nationwide to the level prevailing when the current minimum wage became law in 2024.
  2. Begin negotiations for a new national minimum wage before the end of October 2026.
  3. Provide agreed tax relief and immediate wage support to reduce workers’ financial difficulties.
  4. Implement the February 5, 2026, settlement reached with the Joint Health Sector Unions and Assembly of Healthcare Professionals (JOHESU).
  5. Address outstanding demands raised by the Joint Public Sector Negotiating Council (JPSNC).

The NLC warned that failure to address the demands could result in further action authorised by the union’s relevant governing bodies.

The communiqué did not establish that an indefinite nationwide strike would automatically begin when the deadline expires.

Instead, it left the decision on any subsequent industrial action to the appropriate organs of the labour movement.

Federal Government Rejects Early Minimum Wage Renegotiation

A central source of disagreement is the timing of the next national minimum wage review.

In its response to the union, the Federal Ministry of Labour and Employment maintained that the ₦70,000 minimum wage, signed into law on July 29, 2024, was not due for review until 2027.

The ministry argued that initiating a new review barely two years after the previous agreement would be premature under its interpretation of the relevant legislation.

The government also cited existing economic interventions, including the Presidential Compressed Natural Gas initiative, food security programmes and other measures intended to reduce the cost of living.

It expressed willingness to maintain discussions with organised labour and address matters falling within the responsibilities of relevant ministries and agencies.

However, the NLC rejected the government’s position in a letter dated October 13, arguing that the next wage negotiation process should begin earlier.

Ajaero maintained that the labour movement was not demanding immediate implementation of a new wage but rather the commencement of negotiations, including the appointment of representatives and establishment of the relevant tripartite committee.

The difference is significant because beginning negotiations does not necessarily mean that a new minimum wage would take effect immediately.

The opposing interpretations of the statutory review timetable remain unresolved.

FG Urges Balance Between Workers’ Welfare and Public Finances

Speaking at the wages commission retreat on Monday, Akume acknowledged the importance of improving workers’ remuneration while emphasising the need for sustainable government spending.

The SGF, represented by Dr Abubakar Kana, said wage decisions should reflect economic conditions, public revenue and the wider requirements of national development.

He urged the commission to strengthen its research, data management and institutional capacity to support effective salary administration.

Akume also called for greater consultation among government, employers and organised labour to prevent avoidable industrial disputes.

The Chairman and Chief Executive Officer of the National Salaries, Incomes and Wages Commission, Junaidu Bindawa, similarly emphasised the importance of evidence-based decisions.

Bindawa explained that wage policies affect not only workers’ welfare but also government expenditure, productivity and industrial relations.

The commission’s secretary, Olajumoke Okoya-Thomas, advocated a more permanent and data-driven approach to wage reviews instead of relying mainly on emergency negotiations during labour crises.

These positions indicate that the government recognises the importance of wage administration but differs with the NLC over the urgency and timing of further adjustments.

₦70,000 Minimum Wage Under Pressure From Rising Living Costs

The NLC strike ultimatum has renewed debate about the difference between nominal salaries and the real purchasing power of workers.

Nigeria’s national minimum wage increased from ₦30,000 to ₦70,000 in 2024, representing a nominal increase of approximately 133.3 per cent.

However, the NLC argues that rising prices have reduced the practical value of the adjustment.

For workers whose incomes remain unchanged while the prices of essential goods increase, purchasing power declines even when their salaries are higher than in previous years.

The labour movement has particularly identified petrol prices as a major concern because transportation costs affect workers directly and contribute to the cost of moving goods across the country.

Higher distribution expenses can also influence food prices and other household expenditures.

Ajaero maintains that government interventions should address these pressures before they lead to further industrial disputes.

The Federal Government has pointed to existing economic support programmes, although the NLC has questioned whether those measures are providing sufficient relief to workers.

The disagreement is therefore not limited to the amount stated in the minimum wage legislation. It also involves the actual living standards that workers can maintain with their earnings.

Health Workers’ Agreements Add to Labour Dispute

Beyond petrol prices and wage negotiations, the NLC strike ultimatum includes demands concerning outstanding agreements with public-sector employees.

Among them is the settlement reached with JOHESU and the Assembly of Healthcare Professionals on February 5, 2026.

The NLC has demanded implementation of the agreed terms, arguing that unresolved commitments contribute to industrial tensions across public institutions.

Ajaero also raised concerns about previous disputes involving healthcare professionals and other public-sector workers.

He said organised labour had intervened to prevent or suspend industrial actions in some sectors, but underlying issues remained unresolved.

Such disputes can have consequences beyond the employees directly involved.

Industrial action in hospitals, educational institutions and other essential public services may disrupt access to healthcare, teaching and government administration.

The NLC’s position is that fulfilling existing agreements could reduce the risk of recurring strikes.

The government, meanwhile, says it is engaging relevant ministries and agencies over outstanding matters within its jurisdiction.

LABOUR DISPUTE TIMELINE

  1. October 8, 2026NLC announces its two-week ultimatum following a meeting of its national leadership.
  2. October 9, 2026The ultimatum officially takes effect.
  3. October 13–15, 2026Labour rejects the Federal Government’s response over the timing of a new minimum wage review.
  4. October 19, 2026Ajaero reiterates that the ultimatum remains valid, while government officials call for financially sustainable wage policies.
  5. October 23, 2026Expected end of the two-week ultimatum period, subject to further announcements.

Based on the NLC communiqué and subsequent public statements. The expected deadline is not a confirmed nationwide strike date.

If the deadline expires without an agreement, the NLC may consider further action through its established decision-making structures.

Possible steps could include additional negotiations, demonstrations or industrial action. However, no specific nationwide strike action should be described as confirmed until formally announced.

The Federal Government may also seek further dialogue to address the disputes before the deadline.

For businesses and public institutions, the uncertainty has implications for operational planning, although there is currently no verified directive ordering a nationwide shutdown on October 23.

Nigerians Await Outcome of Labour-FG Negotiations

The NLC strike ultimatum comes at a time when workers, employers and government institutions are confronting difficult questions about salaries, productivity, inflation and public expenditure.

For organised labour, the priority is securing an income that can reasonably support essential living expenses.

For government, the challenge involves responding to those demands while maintaining the resources needed to fund infrastructure, public services and existing financial commitments.

Both considerations are central to the dispute, and resolving them will require discussions about what level of wage adjustment is affordable, how quickly it can be implemented and what other measures could improve workers’ purchasing power.

The disagreement over the minimum wage review timetable also requires clarity because the parties have presented different interpretations of their legal and procedural obligations.

As the October 23 deadline approaches, attention remains focused on whether further negotiations will produce an agreement or whether the labour movement will authorise additional action.

For now, the NLC strike ultimatum remains in force, with Ajaero maintaining his demand for urgent economic relief and the Federal Government calling for a sustainable approach to wage administration.
