The Yobe State Executive Council has approved ₦460.8 million for the procurement of beans to support female petty traders and small-scale food vendors across the state.

The approval forms part of a wider package of agriculture, infrastructure, commercial development and poverty-reduction projects valued at approximately ₦73.3 billion.

Under the intervention, the government will procure 1,780 bags of beans, each weighing 50 kilograms, for distribution to selected women operating small food businesses.

The beneficiaries are also expected to receive cooking oil, smokeless stoves and other kitchen utensils required to operate or expand their businesses.

Although the initiative has been widely described as the Yobe akara sellers empowerment programme, the proposed beneficiaries are not limited to women who prepare and sell akara.

Other female food vendors and petty traders whose businesses depend on beans, cooking equipment and related materials may also benefit from the intervention.

The council’s decision was disclosed following a meeting presided over by Governor Mai Mala Buni at the Government House in Damaturu. The approvals covered agriculture, commerce, housing, transportation, road construction and grassroots economic empowerment.

₦460.8m allocated for 1,780 bags of beans

The ₦460.8 million allocation is specifically meant for the procurement of 1,780 bags of beans for the women’s empowerment initiative.

It should not be interpreted as ₦460.8 million to be shared directly among individual akara sellers.

The Yobe akara sellers empowerment programme is structured around the provision of productive materials that beneficiaries can use to establish, sustain or increase their daily businesses.

Alongside the beans, the women are expected to receive essential operating materials, including cooking oil, smokeless stoves and kitchen utensils.

This approach suggests that the government is attempting to provide a complete starter or recapitalisation package rather than handing out a single commodity.

For a small food vendor, access to beans without cooking oil, a stove or basic utensils may not produce the desired economic result. Combining the different items could therefore improve the chances that beneficiaries will immediately put the assistance to commercial use.

However, the government will need to publish the precise number of beneficiaries, the quantity each woman will receive and the criteria that will be used to select them.

Grinding machines also approved

Apart from the ₦460.8 million package, the State Executive Council approved another ₦364.5 million for the procurement of 1,000 Yamaha GX 390 grinding machines.

The machines are also expected to be distributed as empowerment tools across Yobe State.

Grinding machines are particularly important to small-scale food businesses because many operators depend on commercial grinding services to process beans, maize, millet, pepper and other ingredients.

The cost of repeatedly paying for grinding reduces the already narrow profit margins of petty traders. Providing machines could lower operating costs for beneficiaries while creating additional income opportunities for those who offer grinding services to other residents.

The grinding-machine component therefore extends the Yobe akara sellers empowerment programme beyond food ingredients and cooking utensils.

If properly distributed, the machines could serve individuals, women’s cooperatives or groups operating within markets and local communities.

The state government has yet to provide full public details about whether the machines will be given to individuals, associations or cooperative societies.

Part of a ₦73.3bn approval package

The women’s business package was one of several major projects approved by the council.

The government reportedly approved ₦28.5 billion for the procurement of agricultural tools and implements for the state’s 2026 Mega Agricultural Empowerment Programme.

The council also approved ₦652.6 million for the acquisition of Fanzar Mixed Farms Limited, further reflecting the administration’s attempt to expand investment in agriculture and food production.

Other approvals covered the construction and completion of markets, motor parks, housing units, office facilities, shopping centres and roads.

About ₦4.9 billion was approved for the construction of the Buni-Yadi Modern Motor Park and Grains Market, while ₦5.7 billion was allocated for external facilities and perimeter fencing at the Damaturu Modern Motor Park.

The council further approved approximately ₦3.9 billion for a shopping mall and mini-market in Buni-Gari, located in Gujba Local Government Area.

An additional ₦726.1 million was approved for further work on the Damaturu Mega Shopping Mall, while ₦616.6 million was allocated for the remodelling and landscaping of four major roundabouts in Damaturu.

These approvals indicate that the Yobe akara sellers empowerment programme is only one part of a broader government expenditure plan intended to stimulate commercial and agricultural activities.

Why supporting petty traders matters

Small traders form an important part of Nigeria’s informal economy.

Food vendors, vegetable sellers, grain processors, tailors, barbers and other micro-business operators provide daily services, support households and create employment, even when they operate with limited capital.

Many of these businesses are owned or managed by women who use their earnings to pay for food, healthcare, school expenses and other household needs.

Yet, they often struggle to secure formal bank credit because they may not have collateral, registered companies, stable financial records or the capacity to pay high interest rates.

Government interventions such as the Yobe akara sellers empowerment programme can provide immediate relief by reducing the cost of purchasing business inputs and equipment.

The programme could also help beneficiaries preserve their limited working capital. A woman who receives beans, cooking oil, utensils and a stove may use money that would have been spent on those items to cover transportation, rent or other operating expenses.

Nevertheless, the success of the initiative will depend on more than announcing large expenditure figures.

Transparency questions the government must answer

The council’s approval marks the beginning of the programme, not proof that the intended beneficiaries have received the items.

The Yobe State Government should disclose the procurement procedure, suppliers, delivery timetable and beneficiary-selection process.

It should also explain how it arrived at the ₦460.8 million cost for 1,780 bags of beans and the accompanying materials.

Dividing ₦460.8 million by 1,780 bags produces an average of about ₦258,876 per bag. However, that calculation should not be treated as the price of beans alone because reports indicate that the package will also include cooking oil, stoves and kitchen utensils.

A detailed cost breakdown would help residents understand how much is being spent on beans and how much is being allocated to the additional materials.

For the Yobe akara sellers empowerment programme to command public confidence, the government must also prevent political patronage from influencing the selection of beneficiaries.

The women chosen should be genuine small-business operators who need the materials and have the capacity to use them productively.

The distribution should cover communities across the state’s 17 local government areas and should not be concentrated among party supporters or residents of selected urban centres.

Monitoring will determine programme’s impact

Empowerment materials are sometimes sold, diverted or transferred shortly after distribution.

Yobe authorities have previously expressed concern about the sale and misuse of empowerment items supplied to residents. The state reportedly introduced measures aimed at curbing the diversion of government-provided business support.

The government should therefore create a transparent register containing the names, communities and business categories of beneficiaries.

Officials should conduct follow-up visits to determine whether recipients are using the beans, machines, stoves and utensils for their intended purposes.

Monitoring will also help the government establish whether the Yobe akara sellers empowerment programme has increased beneficiaries’ incomes, supported new businesses or created additional employment.

Without follow-up assessment, it will be difficult to determine whether the intervention has reduced poverty or merely resulted in a one-off distribution ceremony.

Buni administration expands support for traders

The latest approval follows earlier discussions between the Yobe State Small and Medium Scale Industries Credit Board and leaders of the state’s Harmonised Traders Association.

During the engagement, traders identified inadequate capital as one of the major problems affecting their businesses and asked the state government to consider interest-free loans.

The Executive Secretary of the board, Muhammad Alkali, said Governor Buni had directed the agency to engage the business community, identify its challenges and submit recommendations for appropriate action.

Traders also commended the administration for constructing modern markets intended to improve commercial activities across the state.

The Yobe akara sellers empowerment programme may therefore be viewed as part of a wider attempt to strengthen grassroots enterprises through equipment, business materials, markets and possible credit interventions.

Beyond the “akara sellers” label

Describing the initiative simply as funding for akara sellers may attract attention, but it does not fully explain its scope.

The intervention is more accurately described as a food-vendor and women’s micro-enterprise support programme.

Akara production is one possible use of the beans, cooking oil and equipment. The materials could also support women involved in bean cake production, moi-moi, grain processing, catering and other small food businesses.

The government should clearly identify the business categories covered by the scheme to prevent confusion and ensure that prospective beneficiaries understand its purpose.

Ultimately, the Yobe akara sellers empowerment programme will be judged not by the size of the approved allocation but by the fairness of its implementation.

If the materials reach genuine female traders and are supported by training, monitoring and access to markets, the programme could strengthen household incomes and sustain small businesses.

If procurement and selection are handled without transparency, however, the exercise may become another expensive intervention whose long-term benefits are difficult to measure.

For now, the confirmed position is that the Yobe State Executive Council approved ₦460.8 million for 1,780 bags of beans to be distributed to female small-business operators alongside cooking oil, smokeless stoves and kitchen utensils.

The council also approved ₦364.5 million for 1,000 grinding machines as part of its wider empowerment and development package.
