2026 budget empowerment projects
The Federal Government has allocated a combined ₦962.83 billion to thousands of empowerment projects and the procurement of 39 Sport Utility Vehicles in the 2026 budget, triggering fresh concerns over transparency and spending priorities as Nigeria’s borrowing requirement continues to rise.
A review conducted by Tracka, the civic accountability platform of BudgIT, found that ₦947.70 billion was provided for 2,579 empowerment projects, while another ₦15.13 billion was allocated for 39 SUVs.
The combined allocation under the 2026 budget empowerment projects and vehicle procurement provisions is slightly below ₦1 trillion.
It also exceeds the combined ₦960.27 billion allocated to seven federal ministries: Industry, Trade and Investment; Housing and Urban Development; Women Affairs; Justice; Livestock Development; Aviation and Aerospace Development; and Petroleum Resources.
Tracka’s findings have intensified the debate over whether Nigeria’s limited public resources are being directed towards clearly defined programmes capable of generating jobs, reducing poverty and stimulating production.
The concern is particularly significant because the revised 2026 fiscal framework envisages heavy domestic and foreign borrowing to finance a widening budget deficit.
Empowerment accounts for most of the ₦962.83bn
A breakdown of the allocation shows that the overwhelming majority of the money is not for official vehicles.
The 39 SUVs account for ₦15.13 billion, representing less than two per cent of the combined allocation.
The much larger component is the ₦947.70 billion earmarked for the 2026 budget empowerment projects distributed across 184 government ministries, departments and agencies.
The programmes include the procurement and distribution of buses, tricycles, motorcycles, electric vehicles, sewing machines, fertilisers and vocational equipment.
Other provisions cover grants, youth-support schemes, medical outreach programmes and economic empowerment materials intended for different regions and groups.
These interventions could provide genuine economic relief when they are properly designed, targeted and monitored.
However, programmes built around the distribution of equipment can produce limited long-term value when beneficiaries are selected through opaque political channels or when no system exists to measure whether the items improve livelihoods.
The central issue is therefore not simply the size of the allocation, but whether each project has a defined location, transparent selection criteria, measurable targets and an implementing institution capable of delivering it.
Only 70 projects reportedly identify locations
Tracka said only 70 of the 2,579 empowerment projects clearly identified where they would be implemented.
This means that the location of more than 2,500 projects was not clearly stated in the entries reviewed by the organisation.
The absence of locations makes it difficult for residents, journalists, lawmakers and civil-society organisations to monitor implementation.
Citizens cannot easily confirm whether an intervention took place when the budget entry does not identify the state, local government, constituency or community expected to benefit.
The weakness also complicates oversight of the 2026 budget empowerment projects, since monitoring agencies may struggle to determine whether funds were released, materials were purchased and intended beneficiaries received them.
Tracka consequently questioned how taxpayers could verify such projects or identify those who ultimately benefited from the allocations.
A credible empowerment programme should state its location, beneficiary category, number of recipients, implementation period and intended economic outcome.
Without those details, even a legitimate intervention can become difficult to distinguish from a duplicated, abandoned or politically influenced project.
Unusual agencies receive large project portfolios
The Tracka review also raised questions about the number and nature of agencies selected to implement the programmes.
According to the findings, the Federal Cooperative College in Oji River was assigned 393 projects valued at ₦127.1 billion.
The National Agricultural Development Fund received six projects worth ₦89.5 billion, while the Federal College of Horticulture in Dadin-Kowa, Gombe State, was assigned 216 projects valued at ₦88.1 billion.
Another large portfolio reportedly went to the Federal Cooperative College in Ibadan, which was assigned 94 projects worth ₦36.9 billion.
These figures do not, by themselves, prove wrongdoing.
Nevertheless, they raise legitimate questions about administrative capacity, procurement competence and whether the selected institutions possess the legal mandates required to implement such extensive nationwide interventions.
Assigning hundreds of projects to a relatively small institution can overstretch its staff, financial controls and monitoring systems.
It can also create layers of contracting and subcontracting that make it harder to establish responsibility when projects fail.
The Federal Government should therefore explain why each agency was selected and publish evidence that the institutions have the capacity to manage the assigned 2026 budget empowerment projects.
Fertiliser programme receives biggest single allocation
The largest individual empowerment provision identified in the review was approximately ₦89.09 billion for the Renewed Hope Fertiliser Support Programme under the National Agricultural Development Fund.
Fertiliser support can improve farm productivity, especially when rising production costs prevent small-scale farmers from accessing essential inputs.
However, Nigeria has previously faced complaints involving the diversion of agricultural inputs, politically influenced distribution and the exclusion of genuine farmers.
The success of the programme will depend on the creation of a credible farmer register, public disclosure of distribution locations and a mechanism through which communities can report diversion.
Other notable entries included ₦14 billion for the procurement and distribution of economic empowerment equipment and utility vehicles through the Federal Cooperative College, Oji River.
A separate ₦14 billion was allocated to youth empowerment programmes under the Federal Ministry of Youth Development, while another ₦14 billion was provided for youth empowerment and medical outreach under the humanitarian affairs ministry.
The government must show how these programmes differ from one another and whether they duplicate existing interventions operated by other agencies.
Thirty-nine SUVs to cost ₦15.13bn
The allocation of ₦15.13 billion for 39 SUVs translates to an average of approximately ₦388 million per vehicle when the total allocation is divided evenly.
However, such a simple calculation does not establish the actual price of each SUV.
Some budget entries may include customised security features, taxes, insurance, logistics, spare parts or other associated expenses.
The government should publish the specifications and procurement breakdown before definitive conclusions are reached about the unit cost.
Even so, the provision deserves scrutiny because Nigeria is confronting significant fiscal pressure.
Public institutions must explain why SUVs are necessary, which officials or agencies will receive them and whether less expensive locally assembled alternatives could perform the same functions.
Vehicle procurement within the 2026 budget empowerment projects debate has become politically sensitive because Nigerians are being asked to endure difficult economic reforms while public institutions continue to budget substantial sums for official vehicles.
Transparency would allow citizens to determine whether the purchases are operationally necessary or merely represent administrative luxury.
Combined amount exceeds seven ministries’ allocations
Tracka said the ₦962.83 billion allocated to empowerment programmes and SUVs exceeded the combined budgets of seven ministries.
The Ministry of Industry, Trade and Investment received ₦156.8 billion, while Housing and Urban Development was allocated ₦145.3 billion.
Women Affairs received ₦169.39 billion; Justice, ₦150.7 billion; Livestock Development, ₦177.6 billion; Aviation and Aerospace Development, ₦87.3 billion; and Petroleum Resources, ₦73.1 billion.

Comparisons between ministries and project groups must be interpreted carefully.
A ministry’s allocation may not capture all federal expenditure associated with its sector, while empowerment projects spread across many agencies may serve several policy objectives.
Nevertheless, the comparison illustrates the scale of the spending.
When nearly ₦1 trillion is distributed across loosely grouped interventions, citizens are entitled to demand the same level of scrutiny applied to major ministries and infrastructure projects.
Borrowing plan rises to ₦29.20tn
The controversy has emerged against the backdrop of Nigeria’s expanding borrowing requirement.
The Federal Government’s borrowing plan for 2026 was increased by ₦11.31 trillion, from an earlier projection of ₦17.89 trillion to ₦29.20 trillion.
The revised fiscal framework placed total expenditure at ₦68.32 trillion and projected revenue at ₦36.87 trillion, leaving a deficit of ₦31.46 trillion.
Debt service was projected at ₦15.81 trillion, comprising about ₦10.16 trillion for domestic obligations and ₦5.36 trillion for foreign debt.
The scale of the deficit means that a significant portion of government spending will be financed with borrowed funds.
This reality places a higher burden of proof on every allocation included in the 2026 budget empowerment projects.
Borrowing can be economically justified when it finances infrastructure, productive investment and programmes that expand the country’s future revenue base.
It becomes more dangerous when loans are used for poorly documented distributions, vehicles or projects that cannot demonstrate lasting economic value.
Future taxpayers will bear the cost of repaying the debt, including interest.
They therefore have a right to know how the borrowed money is being used today.
Economists demand stronger domestic content
Economists quoted in the original investigation argued that empowerment spending should strengthen Nigerian production rather than finance imports.
Professor Sheriffdeen Tella warned that distributing imported vehicles and equipment would transfer much of the economic benefit outside Nigeria.
He argued that locally manufactured goods should be prioritised so that public spending creates domestic jobs, raises incomes and supports Nigerian industries.
The recommendation deserves serious consideration.
If government agencies procure locally assembled buses, motorcycles, agricultural equipment, clothing and vocational tools, empowerment programmes can achieve two objectives simultaneously.
They can support beneficiaries while generating demand for Nigerian manufacturers.
However, local-content rules must not become an excuse for inflated prices or contracts awarded to politically connected companies.
Competitive procurement, quality standards and public disclosure remain essential.
Empowerment should create sustainable livelihoods
There is nothing inherently improper about empowerment expenditure.
Nigeria faces high unemployment, widespread poverty and limited access to affordable credit.
Properly implemented programmes can help small businesses acquire tools, farmers obtain inputs and young people develop marketable skills.
The problem begins when empowerment is reduced to the ceremonial distribution of motorcycles, sewing machines or cash grants without training, market access or follow-up support.
A beneficiary who receives equipment but lacks electricity, customers, maintenance support or working capital may be unable to build a sustainable business.
The 2026 budget empowerment projects should therefore be assessed against clear outcomes rather than the number of items distributed.
Government agencies should disclose how many businesses are expected to survive after one year, how many jobs will be created and how beneficiaries will be monitored.
Projects that cannot answer those questions should be redesigned before funds are released.
National Assembly must strengthen oversight
The National Assembly approved the appropriation and has a constitutional responsibility to monitor its implementation.
Relevant committees should summon the agencies with the largest project portfolios and demand detailed implementation plans.
The hearings should examine procurement methods, project locations, beneficiary criteria and the capacity of each implementing institution.
Lawmakers must also disclose whether any of the projects were introduced as constituency interventions and identify the legislators who sponsored them.
Oversight should not begin only after allegations of diversion emerge.
It should continue from procurement through distribution and evaluation.
The 2026 budget empowerment projects provide an opportunity for the National Assembly to demonstrate that budget oversight involves more than approving expenditure.
Government should respond with full disclosure
At the time of the initial Tracka review, the Budget Office and Ministry of Budget and Economic Planning had not publicly issued a detailed response addressing the organisation’s specific concerns.
The government should publish the full list of projects in a searchable format, including their locations, costs, contractors, beneficiaries and implementation status.
It should also explain the necessity of the SUVs and provide the specifications attached to each procurement entry.
President Bola Tinubu, while presenting the original ₦58.18 trillion budget proposal in December 2025, promised stronger discipline, accountability and results-driven implementation.
He said the value of a budget should ultimately be measured by what government delivers rather than the size of the spending plan.
Applying that standard requires the government to show that the nearly ₦1 trillion allocation will produce measurable public benefits.
Public confidence depends on measurable results
The controversy is not an argument against supporting vulnerable Nigerians.
It is an argument for designing empowerment programmes that can withstand public scrutiny.
At a time of rising debt, high living costs and severe pressure on public revenue, every major expenditure should have a clear economic and social justification.
The 2026 budget empowerment projects must be implemented through transparent procurement, credible beneficiary registers and independent monitoring.
The government should also prioritise domestically produced goods so that the expenditure strengthens Nigerian businesses and preserves jobs.
If the projects are delivered openly and generate sustainable livelihoods, the allocation may be defended as an investment in citizens.
If locations remain vague, beneficiaries cannot be identified and implementing agencies lack the capacity to deliver, the nearly ₦1 trillion provision could deepen public suspicion about Nigeria’s budget process.
The issue is therefore not merely that the Federal Government budgeted ₦962.83 billion for empowerment programmes and SUVs.
The greater question is whether Nigerians will receive value commensurate with a financial commitment that future generations may partly repay through public debt.
