The Federal High Court in Abuja on Monday granted former Warri Refining and Petrochemical Company (WRPC) Managing Director Jimoh Olasunkanmi Yisawu bail in the sum of ₦500 million after he was arraigned by the Economic and Financial Crimes Commission (EFCC) on allegations bordering on money laundering.

The decision marks another major development in the ongoing investigations into the management of funds allocated for the rehabilitation of Nigeria’s government-owned refineries. The case has attracted national attention because it involves senior officials who previously managed strategic petroleum infrastructure and billions of naira meant for refinery operations.Former Warri Refinery MD bail

Justice Inyang Ekwo admitted the defendant to bail after hearing submissions from both the prosecution and the defence. However, the court attached stringent conditions designed to ensure his availability throughout the trial.

Among the bail conditions, Yisawu must provide two sureties in like sum. Each surety must own landed property within Abuja, and the property documents are expected to be verified by the court before the bail can be perfected. The former Warri Refinery MD bail decision comes after the EFCC filed an eight-count charge against Yisawu, accusing him of laundering proceeds allegedly derived from unlawful activities while serving as Managing Director of the Warri Refining and Petrochemical Company.

According to court documents, prosecutors alleged that the former refinery chief indirectly converted $789,950 through an intermediary between October 2023 and May 2025. The EFCC further alleged that another $122,600 was also converted outside his lawful earnings as a public officer. The commission maintains that the transactions violated provisions of the Money Laundering (Prevention and Prohibition) Act, 2022.

Yisawu pleaded not guilty to all eight counts when they were read before the court.Former Warri Refinery MD bail

His defence counsel urged the court to grant bail, arguing that the offences are bailable under Nigerian law and that the defendant had demonstrated a willingness to appear before the court. Counsel further submitted that Yisawu poses no flight risk and would comply with every condition imposed by the court.

The prosecution did not oppose bail outright but requested conditions sufficient to guarantee the defendant’s appearance whenever the matter comes up for hearing.

After reviewing the submissions, Justice Ekwo ruled that the interests of justice would be served by granting bail under strict conditions.

The anti-graft agency alleges that substantial public funds intended for refinery turnaround maintenance were diverted through complex financial transactions, concealed assets and third-party dealings. Those allegations remain before the court and have not been proven.

Legal experts note that granting bail should not be interpreted as an indication of innocence or guilt. Under Nigeria’s constitutional framework, every accused person is presumed innocent until proven guilty by a competent court.

The former Warri Refinery MD bail therefore allows Yisawu to remain out of custody while preparing his defence, provided he fully complies with the court’s conditions.

The prosecution is expected to present documentary evidence, financial records and witness testimony during the trial. The defence, on the other hand, is expected to challenge the allegations and the evidence presented by the EFCC.

Nigeria’s refineries have remained at the centre of national debate for years due to repeated rehabilitation projects, huge government expenditures and low domestic refining capacity. Billions of naira have been invested in turnaround maintenance over several administrations, while many Nigerians have questioned the effectiveness of those interventions.

Because of this background, every prosecution involving former refinery executives attracts significant public attention. Citizens, civil society organisations and industry stakeholders continue to demand greater transparency and accountability in the management of public resources devoted to the oil and gas sector.
