Nigeria is stepping up efforts to reduce its longstanding dependence on imported defence equipment, with plans to establish domestic production lines for armoured vehicles, anti-drone systems and other specialised military platforms.

The latest Nigeria local military hardware production initiative is being driven by the Defence Industries Corporation of Nigeria-D7G, known as DICON-D7G, in partnership with Eagles International for Defence Systems.

The project is expected to focus on technology transfer, local assembly and manufacturing, specialised skills development and the gradual creation of a Nigerian defence-industrial base capable of meeting some of the equipment requirements of the Armed Forces.

Details of the initiative emerged following a two-day inspection of factories and military production facilities in Cairo, Egypt, by a Nigerian delegation led by the Minister of State for Defence, Bello Matawalle.

DICON-D7G Chief Executive Officer, Osman Chennar, said the programme would enable Nigeria to manufacture a broader range of military equipment locally while reducing dependence on foreign suppliers.

The plan represents another major attempt to translate Nigeria’s decades-old ambition for defence self-reliance into actual industrial production.

DICON Targets Armoured Vehicles and Anti-Drone Systems

Under the proposed Nigeria local military hardware production programme, DICON-D7G is targeting several categories of military vehicles and protected platforms.

Among the equipment listed are the Armoured Multi-Purpose Vehicle BR6, Armoured Personnel Carrier cabins, 120mm manual mortar launcher cabins, and specialised medical evacuation and ambulance cabins.

Other platforms identified include variants of the MRAP-Buffalo armoured vehicle, the Rhino Guard GXR, APC Moon PT6, GXR Phantom light vehicle and BMP-2 Infantry Fighting Vehicle.

The Rhino Guard platform is particularly notable because it is described as offering anti-drone and rocket-propelled grenade protection.

The intention is not merely to purchase finished platforms abroad.

DICON-D7G says the strategy is to bring production capability into Nigeria through technology transfer and partnerships that can eventually allow local engineers, technicians and manufacturers to participate more deeply in the defence supply chain.

That distinction is critical.

Nigeria has for decades purchased large quantities of military hardware from international suppliers. The new approach seeks to retain more of the associated technical knowledge, jobs and expenditure within the country.

Technology Transfer at Centre of Defence Strategy

Technology transfer sits at the heart of the Nigeria local military hardware production plan.

According to DICON-D7G, the proposed partnership is intended to give Nigerian personnel access to advanced defence-production knowledge and allow local facilities to move progressively from assembly towards deeper manufacturing.

If implemented effectively, that could have consequences beyond the military.

Defence production requires expertise in metallurgy, mechanical engineering, electronics, communications, software, vehicle integration, materials science and precision manufacturing.

A domestic defence industry can therefore create technical capabilities that later spread into civilian industries.

But technology transfer has to be genuine.

Simply importing components and assembling finished products in Nigeria would create some employment but would not necessarily produce strategic self-reliance.

For the initiative to have lasting value, Nigerian engineers will need access to design knowledge, intellectual property arrangements, testing facilities, maintenance systems and the ability to manufacture an increasing percentage of components locally.

That is where the long-term success of the programme will be tested.

More Than 300 Direct Jobs Expected

DICON-D7G says the new partnership could create more than 200 jobs while providing additional employment opportunities for approximately 100 retired military personnel.

The company’s leadership has framed employment as one of the economic benefits of the Nigeria local military hardware production programme.

Retired military personnel could bring operational experience into equipment development and testing, particularly because many have first-hand knowledge of how imported vehicles and weapons perform under Nigerian battlefield conditions.

That experience can be useful in designing systems suited to local terrain.

Nigeria’s military operates across very different environments, from the arid North-East and North-West to forested regions, riverine areas and urban centres.

Equipment designed for those environments must account for heat, dust, difficult roads, maintenance constraints and logistics challenges.

Domestic production could make it easier for manufacturers to adapt platforms to those realities.

Lagos Military Jetty Planned

Another element of the programme is the proposed development of a dedicated military jetty in Lagos.

DICON-D7G says the facility would support movement of raw materials, components and completed military equipment.

The organisation expects the jetty to serve as a logistics hub for supplying defence equipment within Nigeria and potentially exporting locally manufactured products to other African countries.

According to Chennar, the jetty could be launched within two to three months.

The company projects that the facility could eventually provide employment for more than 200 retired military personnel and over 1,000 civilians once fully operational.

The logistics component is important to the wider Nigeria local military hardware production strategy because defence manufacturing depends on reliable transportation of heavy machinery, raw materials and finished platforms.

For Nigeria to become a serious regional defence manufacturer, production capacity will have to be matched by logistics, testing, certification and after-sales maintenance.

Anti-Drone Capability Becomes Growing Priority

The inclusion of anti-drone technology reflects changes in modern warfare.

Small unmanned aircraft that were once associated mainly with reconnaissance and photography are increasingly being adapted for military use.

In Nigeria, armed groups including Boko Haram and Islamic State West Africa Province have incorporated commercially available drones into their operations, according to discussions in the House of Representatives.

That has created pressure on the Armed Forces to develop both drone capability and counter-drone technology.

Anti-drone systems can be designed to detect, track, disrupt or intercept hostile unmanned aircraft.

Nigeria’s interest in such systems therefore reflects a changing battlefield where relatively inexpensive drones can pose serious threats to troops, bases and critical infrastructure.

The proposed Nigeria local military hardware production programme could give local manufacturers a role in developing defensive technologies suited to these emerging threats.

Nigerian Firms Already Developing Defence Drones

The latest initiative does not start from zero.

Nigeria already has companies and military institutions working on indigenous drone technology.

In April 2026, Abuja-based Terra Industries unveiled interceptor drones, unmanned mine-clearing vehicles and battlefield intelligence software.

Reuters reported that the Nigerian military backed the development, with DICON Director-General Major General Babatunde Alaya saying collaboration with local technology companies had become necessary, particularly because of troop casualties caused by improvised explosive devices.

Terra’s announcement demonstrated that the private sector is increasingly becoming part of Nigeria’s defence technology ecosystem.

The House of Representatives has also identified several indigenous companies and institutions it believes could benefit from structured government support, including Terra Industries, Beirech UAS, Elites Group, Proforce and the Air Force Institute of Technology.

That private-sector base could become important if Nigeria local military hardware production expands beyond state-owned manufacturing.

Reps Push National Drone Industrialisation Policy

The House of Representatives has separately called for a comprehensive national drone industrialisation policy.

Lawmakers argued in July that Nigeria needs a structured framework for financing, research, manufacturing, testing and procurement of locally produced unmanned aircraft systems.

The House also urged the Federal Government to support verified indigenous manufacturers through institutions such as the Bank of Industry and DICON.

Lawmakers proposed dedicated Defence Industrial Zones where manufacturers could carry out research, development, testing and production.

They also called for technology-transfer agreements with reputable foreign manufacturers, with a gradual reduction in imported components.

Those proposals closely mirror the objectives now being pursued under the wider Nigeria local military hardware production strategy.

Together, they point towards a policy shift from simply buying equipment to attempting to build an industrial ecosystem around defence technology.

Nigeria Has Attempted Local Defence Production Before

Nigeria’s push for indigenous defence manufacturing is not new.

DICON was established in the 1960s and has produced various categories of ammunition, small arms and other military equipment over the years.

The country has also developed indigenous armoured vehicles and unmanned aerial systems.

The Nigerian Air Force’s Tsaigumi surveillance drone, unveiled in 2018, was one of the most prominent examples of indigenous UAV development and was cited by lawmakers in 2026 as evidence that the country already possesses some of the technical foundation required for a domestic drone industry.

The Nigerian Army has similarly received locally produced armoured vehicles.

The larger problem has been scale and continuity.

Nigeria has often demonstrated an ability to design prototypes or assemble limited numbers of military platforms without necessarily developing the sustained production volumes, research investment and supply chains required for a mature defence industry.

The latest programme will therefore have to overcome that historical weakness.

Local Manufacturing Could Reduce Import Dependence

One of the strongest arguments for Nigeria local military hardware production is strategic independence.

A country heavily dependent on foreign weapons suppliers can face difficulties when international politics, export restrictions, currency shortages or global supply disruptions affect procurement.

Locally produced equipment can reduce some of those vulnerabilities.

It can also simplify maintenance.

Imported vehicles and systems sometimes remain out of service for long periods because spare parts must be sourced abroad or foreign technical support is required.

Local manufacturing can potentially shorten repair cycles and make spare parts more readily available.

It could also allow equipment to be modified more quickly when operational requirements change.

For armed forces engaged in prolonged counter-insurgency and counter-terrorism operations, that flexibility can be valuable.

Economic Benefits Could Extend Beyond Defence

The government is also presenting the programme as an industrial-development opportunity.

Military manufacturing can create jobs for engineers, welders, software developers, electronics specialists, machinists and logistics workers.

A mature defence industry can also support local suppliers producing tyres, steel components, batteries, communications equipment, protective materials and specialised electronics.

If Nigeria develops credible products, export markets across Africa could provide another source of revenue.

DICON-D7G says it ultimately wants to supply both Nigeria’s Armed Forces and other African defence markets.

But exports will require quality.

African governments will not buy Nigerian equipment simply because it was manufactured on the continent.

Products will have to meet international standards for reliability, battlefield performance and after-sales support.

Big Questions Remain

Despite the ambition surrounding Nigeria local military hardware production, several questions remain unanswered.

The precise value of investment required has not been publicly detailed.

Neither has the final timetable for establishing all the planned production lines.

There is also limited public information about how much of each platform will ultimately be manufactured locally rather than assembled from imported components.

Those details matter.

Defence industrialisation is expensive and technologically demanding.

Armoured vehicles require specialised steel, propulsion systems, suspension technology, electronics and ballistic testing.

Advanced anti-drone systems can require radar, radio-frequency detection, electronic warfare components, electro-optical sensors and sophisticated software.

Building these capabilities locally will require sustained investment rather than a single partnership agreement.

Transparency Will Be Critical

Defence procurement often operates under legitimate secrecy because military capabilities cannot always be disclosed publicly.

But secrecy also creates risks.

Nigeria’s defence industry will require strong procurement oversight, clear performance benchmarks and careful management of public funds.

Local content claims should be measurable.

Authorities should be able to distinguish between equipment genuinely manufactured in Nigeria and platforms assembled domestically from largely imported kits.

That distinction will help determine whether the programme is actually building industrial capability.

From Importer to Defence Producer

Nigeria’s ambition is ultimately much larger than producing a few armoured vehicles.

The country wants to move from being primarily an importer of military equipment towards becoming a manufacturer capable of supplying its own Armed Forces and potentially other African countries.

The Nigeria local military hardware production initiative offers a path towards that objective.

DICON-D7G has identified the platforms.

Foreign partnerships are being explored.

Local technology companies are already entering the defence sector.

Lawmakers are pushing for a national drone industrialisation policy.

And security threats are creating an urgent market for new technologies.

What remains to be seen is whether Nigeria can convert those ingredients into a sustainable industrial system.

The true measure of success will not be announcements or factory tours.

It will be whether Nigerian production lines can consistently deliver reliable equipment, whether local engineers acquire meaningful technological knowledge, whether imported components decline over time and whether locally produced systems perform effectively in military operations.

If those conditions are met, Nigeria local military hardware production could become both a security asset and a significant industrial opportunity.

If they are not, the initiative risks becoming another ambitious defence project that never moves far beyond assembly and public declarations.
