Fake diplomatic number plate network
The Federal Capital Territory Police Command has uncovered a suspected network involved in the production, sale and illegal use of fake diplomatic and official government vehicle number plates in Abuja.
FCT Commissioner of Police Ahmed Sanusi disclosed the development on Friday, July 31, 2026, during a press briefing at the command headquarters in Abuja.
Police said more than 80 number plates bearing presidency, diplomatic and government identities had been recovered during an investigation into their unauthorised circulation and use.
According to the commissioner, the fake diplomatic number plate network enabled unauthorised individuals to evade security checks, enter government establishments and move through restricted locations under the appearance of official protection.
Sanusi said investigations began after reports showed that diplomatic and government registration numbers were increasingly being used by individuals who had no legal right to them. He added that officers had identified both suspected users and parts of the production and supply chain.
Police Trace Production and Supply Chain
Sanusi said the investigation extended beyond motorists caught with suspicious plates.
According to him, the command examined how the number plates were manufactured, who supplied them, how they reached buyers and what they were being used for.
The police commissioner said the suspected manufacturers were operating outside the Federal Capital Territory, although investigators had identified them and begun efforts to arrest them.
Police deliberately withheld the identities of some suspects and persons of interest to avoid alerting individuals still being tracked.
Sanusi said suspects already found with the plates remained in custody and would be charged in court after the completion of investigations.
The discovery of the fake diplomatic number plate network suggests an organised operation rather than a few motorists merely altering their registration details.
For such plates to circulate successfully, several actors may be involved, including manufacturers, agents, sellers, buyers and people who knowingly provide vehicles or documents for their use.
The police must therefore pursue every stage of the suspected operation instead of limiting prosecution to motorists caught with the finished plates.
Buyers Allegedly Paid Up to ₦1.7 Million
The FCT police commissioner said preliminary investigations revealed that some buyers allegedly paid between ₦500,000 and ₦1.7 million to obtain fake diplomatic and government number plates.
The sums involved, according to Sanusi, indicated that the buyers were prepared to spend heavily because of the benefits they expected from using the false identities.
He argued that people would not ordinarily pay such large sums for number plates unless they intended to use them for an activity considered more valuable than the cost.
The amounts reportedly paid to the fake diplomatic number plate network raise serious questions about the identities of the buyers and the purpose for which the plates were obtained.
A person seeking only to avoid routine traffic delays would be unlikely to spend more than one million naira on an illegal registration plate.
Investigators must determine whether the plates were linked to fraud, vehicle theft, kidnapping, smuggling, illegal access to government facilities or other crimes.
These possibilities remain matters for investigation. The recovery of a fake plate does not automatically prove that its user committed every offence feared by the authorities.
How Fake Official Plates Defeat Security Checks
Diplomatic and official government number plates often receive special attention at checkpoints and entrances to public institutions.
Security personnel may assume that a vehicle carrying such a plate belongs to an embassy, senior public officer, government agency or other authorised institution.
Criminals can exploit that assumption.
Sanusi said users of the false plates allegedly presented themselves as important officials or diplomats to pass through checkpoints and enter ministries and government establishments without adequate scrutiny.

Abuja contains the Presidential Villa, National Assembly, Supreme Court, foreign embassies, military formations, government ministries and residences of senior officials.
Any system that allows unauthorised vehicles to move around such locations under a false diplomatic or government identity creates an obvious security vulnerability.
Police officers and private security guards must stop treating an official-looking number plate as sufficient proof of authority.
Public Urged to Report Suspicious Vehicles
The commissioner appealed to Abuja residents and journalists to report vehicles carrying suspicious diplomatic registration numbers.
He said genuine diplomatic plates follow recognised formats and can be verified by the relevant authorities.
Members of the public, however, should not confront drivers or attempt to detain suspected offenders.
They should record basic information where it is safe to do so, including the registration number, vehicle description, location and direction of movement, and then report the matter to the police.
Public cooperation could help dismantle the fake diplomatic number plate network, especially where suspicious vehicles operate repeatedly around particular neighbourhoods, offices or business premises.
At the same time, police must establish clear reporting channels and respond professionally to information provided by residents.
People will be reluctant to share intelligence if they fear harassment, exposure or being drawn into prolonged police procedures.
Police Recover Vandalised Public Infrastructure
During the same briefing, Sanusi also announced the recovery of stolen public infrastructure from suspected vandals.
The recovered items included drainage covers, solar-powered street lights, armoured electricity cables and internet communication cables reportedly removed from different parts of the FCT.
Police said intelligence-led operations and anti-crime patrols were conducted across Maitama, Garki, Durumi, Jabi, Apo Legislative Quarters, Lugbe and Nyanya.
Five suspects identified as Godwin Aja, Mustapha Nasiru, Ibrahim Garba, Abdulrasheed Sale and Dabarani Mujitafa were reportedly arrested in connection with the recovered public assets. They remain suspects and are entitled to the presumption of innocence until convicted by a court.
The commissioner described the vandalism as economic sabotage, noting that the removal of drainage covers and street lights could cause road accidents, injuries and increased crime in areas left in darkness.
He said the recovered items would be handed to the Federal Capital Territory Administration for possible reinstallation.
Scrap Dealers Warned Against Buying Stolen Assets
The police commissioner warned scrap-metal dealers, receivers and other buyers of stolen public infrastructure that investigations had been expanded to identify the entire supply chain.
Vandalism survives because stolen items have buyers.
A person removing an armoured cable, drainage cover or street-light component usually expects to convert it into money. That expectation depends on the existence of dealers prepared to purchase the material without asking legitimate questions about its source.
The same principle applies to the fake diplomatic number plate network.
Manufacturers will continue producing false plates for as long as wealthy or influential buyers are prepared to pay for them.
Law enforcement must therefore target the commercial structure supporting the crime. Arresting only low-level users or street-level vandals may produce photographs and headlines without eliminating the network.
Official Plates Must Be Digitally Verifiable
The discovery exposes weaknesses in Nigeria’s vehicle identification and verification system.
A security officer at a checkpoint should be able to determine within seconds whether a diplomatic or government number plate is genuine, which organisation it belongs to and whether it matches the vehicle carrying it.
The Federal Road Safety Corps and the Ministry of Foreign Affairs have previously raised concern about fake diplomatic and unauthorised number plates. In 2026, federal authorities increased enforcement and discussed stronger information-sharing and verification measures.
A secure national database should connect vehicle registration information with diplomatic accreditation records and official government fleet details.

Even when a forged plate looks genuine, a digital check should immediately reveal that it does not belong to the vehicle, mission, agency or official presenting it.

Authorities Must Protect Genuine Diplomats
Enforcement should be firm, but it must also be professional.
Accredited diplomats and authorised government officials should not be subjected to unnecessary public embarrassment merely because criminals have abused official number plates.
Police, FRSC personnel and security guards need proper training on how to verify plates respectfully and efficiently.
The goal should be to identify impostors without creating diplomatic incidents or disrupting lawful government activity.
Nigeria must also ensure that seized plates, vehicles and related evidence are properly documented.
Every person arrested in connection with the fake diplomatic number plate network must be investigated according to law and allowed access to legal representation.
Police announcements should not replace prosecution. Evidence must ultimately be presented before a competent court.

A city hosting Nigeria’s most important government institutions cannot afford a system in which criminals can purchase the appearance of diplomatic status.

Buyers may believe the plates offer immunity from questioning, access to restricted premises and an opportunity to hide unlawful conduct behind the symbols of government.
