ABUJA, Nigeria — The Federal Government has formally asked the International Air Transport Association to review the three-letter location code assigned to Osubi Airport in Delta State, arguing that the existing designation does not properly reflect the airport’s official name and geographical identity.

Minister of Aviation and Aerospace Development, Festus Keyamo, made the request in a letter addressed to IATA’s Area Manager for West and Central Africa, Dr Samuel Fatokun.

The move could ultimately result in an Osubi Airport code change from the existing QRW designation to a new three-letter identifier more closely associated with Osubi.

However, no new code has yet been approved.

According to the Federal Government, QRW has historically been associated with the wider Warri identity, despite the airport being physically situated in Osubi town in Delta State.

Keyamo has consequently asked IATA to begin a formal review and consider alternatives that more clearly identify the airport with Osubi.

Possible codes submitted for consideration include OSU, OSB, SUB and QSB.

The final decision, however, rests with IATA and will depend on the organisation’s established coding procedures as well as the availability of the proposed combinations.

FG Formally Requests Osubi Airport Code Change

The request for an Osubi Airport code change was disclosed on Monday by Tunde Moshood, Special Adviser on Media and Communications to the Aviation Minister.

According to the ministry, Osubi Airport currently carries the IATA location code QRW and the four-letter International Civil Aviation Organization indicator DNSU.

While the airport serves Warri and the surrounding metropolitan area, the Federal Government maintains that its geographical location should be accurately represented in aviation documentation.

Keyamo’s position is that describing the airport primarily through the Warri identity creates an avoidable discrepancy between the airport’s official name, physical location and international aviation identifier.

The government therefore wants IATA to consider an identifier with a clearer relationship to the word “Osubi.”

The proposal does not mean QRW has ceased to be valid.

Until IATA completes its review and approves a replacement, QRW remains the existing IATA code associated with the airport.

Keyamo Suggests OSU, OSB, SUB or QSB

As part of the proposed Osubi Airport code change, the Aviation Ministry presented four possible alternatives for IATA’s consideration.

They are OSU, OSB, SUB and QSB.

These are proposals rather than approved codes.

That distinction is important because IATA location codes form part of a global aviation identification system and cannot simply be changed through a unilateral announcement by a national government.

A proposed code must satisfy the association’s coding procedures and, among other considerations, be available for assignment.

Keyamo acknowledged this in his communication, making clear that the eventual designation would remain subject to IATA’s standards.

The government’s objective is therefore not necessarily to secure one particular combination but to obtain a code that has a clearer connection with Osubi.

‘Osubi Is Not Warri’

Keyamo was particularly emphatic about the geographical issue behind the government’s request.

“Osubi is not Warri, and Warri is not Osubi,” the minister said.

The statement captures the government’s central argument for the Osubi Airport code change.

Osubi Airport is physically located in Osubi town, although it provides important air connectivity to Warri and the wider Delta State economic environment.

The facility has consequently been widely referred to as Warri Airport because of the metropolitan area it serves.

That commercial association has existed for years.

The Federal Government’s latest position does not deny the airport’s role in serving Warri. Instead, the ministry says its formal designation should accurately reflect where the aviation facility is situated.

The distinction between an airport’s geographical location and the wider city or region it serves is not unusual in international aviation.

What the government is seeking is consistency between the airport’s official identity and the information presented to passengers and aviation stakeholders.

Airlines Ordered to Use Osubi on Passenger Documents

The government is not waiting for IATA’s decision before addressing how the airport’s name appears locally.

Keyamo has directed airlines operating flights into and out of the facility to ensure that tickets, luggage tags, boarding passes and other passenger-facing documents properly identify the destination as Osubi, Delta State.

The directive extends beyond airlines.

The Nigeria Civil Aviation Authority, Federal Airports Authority of Nigeria and Nigerian Airspace Management Agency have also been instructed to ensure that the proper designation is reflected across relevant records, publications, systems and operational interfaces.

These measures are separate from the proposed Osubi Airport code change.

The Federal Government can direct Nigerian aviation agencies and operators on how the airport should be described in domestic records and passenger information.

Changing an IATA location code, however, requires action by IATA itself.

Why Airport Codes Matter

To many passengers, a three-letter airport code may appear to be little more than an abbreviation printed on a boarding pass.

In modern aviation, however, such codes perform a much wider function.

IATA location codes are used throughout passenger reservation systems, ticketing, baggage handling, schedules and other travel-related processes.

For example, passengers travelling through Nigerian airports are familiar with codes such as LOS for Lagos and ABV for Abuja.

The codes allow airlines, travel agencies, airports and computer systems to identify destinations quickly and consistently.

That is why an Osubi Airport code change, if ultimately approved, would require coordination.

Airline reservation systems, baggage processes, travel platforms and other aviation databases using QRW would have to recognise the new designation.

The government argues that the potential administrative work is justified by the long-term benefit of having an identifier more accurately associated with Osubi.

Osubi Airport Has Long Served Warri Area

The debate also reflects the history and commercial importance of the airport.

Osubi Airport was developed to provide aviation services to the oil-producing environment around Warri and other parts of Delta State.

It began commercial operations in 1999 and developed into an important aviation facility serving business travellers, oil and gas personnel and other passengers.

The airport has also experienced operational challenges.

Commercial operations were suspended in February 2020 amid disputes involving its previous operator and aviation service providers.

The Federal Government subsequently approved the reopening of the facility, and commercial flights resumed in July 2021 under the management of the Federal Airports Authority of Nigeria.

At the time of its reopening, airport officials identified Warri-Lagos and Warri-Abuja among its important routes.

This history helps explain why the Warri identity became closely attached to the facility.

But the government now argues that commercial familiarity should not override geographical accuracy.

Airport Management Pursues Expansion

The proposed Osubi Airport code change also comes as the facility seeks to strengthen its commercial position.

In 2025, airport management disclosed ambitious revenue projections and efforts to attract additional airlines and private investment.

Officials said Osubi Airport generated about N1.9 billion in revenue in 2024 and projected substantially higher earnings over subsequent years.

Management also highlighted improvements including baggage facilities, airfield lighting and other infrastructure.

Those developments point to a broader effort to position the airport as an increasingly important aviation and commercial asset in Delta State.

A clearer identity could consequently have implications beyond the lettering displayed on tickets.

From the government’s perspective, consistently identifying the airport as Osubi could strengthen its individual profile while maintaining its economic role as an aviation gateway serving Warri and surrounding areas.

IATA Has Final Say on Proposed New Code

Despite the government’s preference, the most important next step now lies outside Nigeria.

IATA must consider the application.

The International Air Transport Association represents airlines globally and develops standards used across significant parts of commercial aviation.

The proposed Osubi Airport code change will therefore only become effective after the appropriate international process has been completed.

Until then, passengers should not assume that QRW has been replaced.

Likewise, airlines and travel companies should continue following officially recognised coding information while implementing the government’s separate directive concerning the proper written designation of Osubi Airport.

Ogele News Analysis: More Than a Three-Letter Dispute

At first glance, the controversy may appear to revolve around three letters.

The deeper issue is one of geographical identity, aviation accuracy and consistency.

The airport undeniably serves the Warri metropolitan area, and decades of commercial usage have strengthened the association between the airport and Warri.

At the same time, the physical location of the facility in Osubi is not in dispute.

Keyamo’s intervention seeks to resolve that difference by separating the airport’s geographical identity from the broader metropolitan market it serves.

The eventual decision on the Osubi Airport code change will belong to IATA.

If the request succeeds, the change could require updates across airline reservation platforms, baggage systems, travel websites and other databases where QRW currently identifies the airport.

If IATA declines the proposed alternatives, the government may have to consider other options within the association’s coding framework.

For now, the important fact for passengers is simple.

The Federal Government has asked for QRW to be reviewed. It has proposed OSU, OSB, SUB and QSB as possible replacements. But none of those alternatives has yet become Osubi Airport’s official IATA code.

Until IATA completes the process, QRW remains the existing designation.

The Osubi Airport code change is therefore a proposal in progress, not a completed change.
